On May 9, 2019, published the policy commentary Reboot Ethics Governance in China in Nature, the world's top scientific journal. This marks the first paper by Chinese humanities scholars in Nature's policy review category. The article proposes the concepts of "science and technology ethics governance" and "ethics-first approach", systematically expounds the basic principles of ethics governance in science and technology. These concepts and principles have been adopted by a series of central documents and the Opinions on Strengthening Ethics Governance in Science and Technology issued by the General Offices of the Communist Party of China Central Committee and the State Council.
