Main content: The Third Plenary Session of the 20th CPC Central Committee pointed out that "Ensuring and improving people's livelihood in development is a major task of Chinese path to modernization." Public services are the carrier of ensuring and improving people's livelihood, the support of people's sense of gain, happiness and security, and the quality carries the hope of people for a better life. High-quality development of public services is becoming the key force to promote Chinese path to modernization. In theory, China's public service research has accumulated rich findings, and there is also long-term exploration of professional construction in related fields. However, overall, the theoretical research on public services lags behind their practical development, and so far, a complete research paradigm and independent disciplinary expertise have not been formed. The times call for the discipline and professional construction of Chinese characteristic public services, as well as the construction of an independent public service knowledge system and the cultivation of independent talents.
